In Settings. You'll be asked to confirm, and then it is immediate and permanent: any active subscription is cancelled first, and the account, everything in it and your sign-in all go. If the cancellation can't go through, nothing is deleted and you'll be told.
If you want your data first, Settings can export it before you delete.
